The short answer
There is no single national rate: fees are usually a percentage of construction cost, a per-square-foot rate, or a lump sum agreed to a defined scope.
Most Indian practices quote either a percentage of the estimated construction cost, a rate per square foot of built-up area, or a lump sum for a defined scope. The same house can therefore be quoted three ways, so compare the scope before the number.
The Council of Architecture publishes Conditions of Engagement and Scales of Charges that describe typical service stages and payment proportions; treat those as a reference framework, not a fixed market price. Always ask what the quotation excludes.
